Effect

You call down divine wrath to devastate a large area. All creatures in the area take 7d6 radiant damage. Structures take double damage, and the area becomes hampering ground from divine devastation. Creatures that fail the Tough save are also filled with despair, suffering -2 to all rolls for 1 minute.

Scaling

At 9th level, you can choose to exclude allies from the effect, and the hampering ground becomes permanent.

Special Notes

The devastation is clearly divine in nature, leaving golden scars across the landscape. This spell can damage objects and structures as well as creatures. Creatures may attempt a Mind save at the end of their turn to end the despair effect.
