Effect
You summon a massive storm of apocalyptic proportions that fills the target area. The tempest includes lightning, thunder, hail, wind, and rain. Each creature that starts its turn in the area takes 4d8 lightning damage and 2d8 bludgeoning damage from hail, and must succeed on a Quick save or be knocked prone and deafened.
Scaling
At 9th level, the damage increases to 5d8 lightning and 3d8 bludgeoning damage, and the storm can create tornadoes.
Special Notes
The storm creates hampering ground and heavily obscures vision.
The storm can destroy structures and create dangerous flying debris.
