About
Horns, a long red tongue, a chain he drags on purpose because the sound arrives first, and a basket on his back that is not empty. He works one night a year and he works from a list he did not write. The birch is for the ordinary sort of bad - he will use it, thoroughly, and then let you go. The basket is for the other sort. Nobody has established where the basket goes and there is no shortage of people who would like to know.

Special Attack
The Birch: bludgeoning, melee 10 ft, +5 to hit, 3d6+3, and a second stroke, 2d8+4. Used on creatures he has judged merely wicked, and he stops when the lesson lands. Into the Basket: melee 5 ft, against a creature he has judged beyond correcting and reduced below a quarter of its HP. No attack roll. Save Con Tough or be taken, and a creature in the basket is gone when he goes.
Special Defense
Judges First: on his first turn he sizes up everyone present, no roll, and the DN should decide from actual play who is on which list. He does not attack the good, will not be provoked into it, and steps around them. Answers for It: any creature that admits plainly to what it has done and accepts the birch is birched and released, and he does not put those in the basket. This works, and he honours it, and he is not pleased about how rarely it is tried.
