Garuda
About
Golden, enormous, with a man's body and an eagle's head and wings that put a shadow across a whole valley when he turns. He is not hostile to people and has better things to do than most of what people are doing. He has one absolute enmity, inherited and total, and it is serpents. Nagas, great snakes, serpent-blooded sorcerers, anything with that shape in its ancestry - he will break off anything at all to deal with one, and he does not hear arguments about it.

Special Attack
Talons: slashing, melee 15 ft, +6 to hit, 3d8+5, and a beak strike, 3d8+5, as his second attack each round. Stoop From the Sun: 60 ft, save Dex Quick, fail save roll 3d8+5 bludgeoning as he comes down out of the glare, cooldown 2 rounds. Against any serpent or serpent-blooded creature all of the above deals double damage.
Special Defense
The Old Enmity: while any serpent or serpent-blooded creature is present he attacks it and nothing else, ignoring all other targets completely, taking every hit they care to give him. A party travelling with a naga ally has a problem that no amount of explaining will solve. Reduced to 0 HP he withdraws upward and is not seen again that season; killing him outright is not something a party at this level manages, and he does not pursue afterwards.
