The Fenghuang appears only where mercy, wise rule and harmony have become possible. Its feathers carry the five colors, its song stills weapons and its arrival exposes anyone who profits from disorder.

Five-Colored Flame: radiant or fire, 90 ft, +6 to hit, 4d10+5. Song of Concord: every creature within 60 ft makes a Mind save; on a failed save a hostile creature cannot attack until the end of its next turn, while a willing creature recovers 2d8 HP. The song may be used once every 3 rounds.
Special Defense
Harms No Innocent: an attack intended to force the Fenghuang to harm a helpless or peaceful creature automatically misses. A creature that sincerely offers restitution may not be attacked by the Fenghuang while fulfilling it. Deliberate cruelty within its sight gives it +2 to all attacks against the offender.
