Effect
Only wizards and clerics may command it. Turning the collar lengthens or shortens the rod to any measure up to 60 feet in one-inch steps, one full round from end to end. At any length it stays rigid, reads out its own exact measure, and bears 400 pounds braced between two surfaces or planted in the ground.
