He was the first person to die, which is how he got the job, and he has been doing it since with a clerk at his elbow and a ledger that has everybody in it. He is not cruel and is not owed anything. He knows precisely when each creature in front of him is due, he will say so if asked, and he is completely uninterested in taking anyone early - which is the part people find hardest, because it means there is nothing to bargain with.

Special Attack
The Noose: 60 ft, usable only against a creature whose time is recorded as now, no attack roll and no save. That creature dies and the record is closed correctly. Against anybody else this ability does not function at all. Mace: bludgeoning, melee 15 ft, +7 to hit, 3d10+6, used to clear obstruction and nothing else, and he does not follow up on anyone who stops obstructing.
Special Defense
The Ledger: he cannot be persuaded, bribed, threatened or deceived into taking a creature early or sparing one whose time has come. There is no leverage and looking for it wastes the encounter. Reduced to 0 HP he closes the book, remarks that this was not necessary, and is not there. The entries stand and the office continues, and he will be at the next one. An Error in the Book: the only thing that has ever worked. If the clerk has written the wrong name - and clerks do - he will correct it the moment it is proven to him, and he will be genuinely apologetic, and the person goes back.
