Ox-Head and Horse-Face
About
Ox-Head and Horse-Face are paired officials who retrieve escaped souls and escort the dead toward judgment. They are divine servants carrying chains, ledgers, and authority recognized by underworld courts. The pair act as a single office: Ox-Head supplies irresistible force while Horse-Face identifies the correct soul and destination.

Special Attack
Official Seizure: one creature within 30 ft makes a Tough save against Ox-Head and a Mind save against Horse-Face. Failing either deals 4d8 damage; failing both also holds the creature in soul-chains.
Special Defense
Clerical Error: proof that the named soul, death, or destination is incorrect suspends Official Seizure for 1 round. Destroying the ledger releases every held creature but calls a higher authority.
