Winged, bare-armed, carrying a torch in one hand and a scroll in the other, and she is standing at the edge of the scene because somebody here is going to die shortly. She did not arrange it and will not prevent it. Her office is to be present, to witness, and to light the way afterwards, and the scroll in her hand is the record. She is not frightening to look at. What is frightening is working out why she is in the room.
Special Attack
She does not attack unless attacked and stops the moment she is left alone. Torch: melee 10 ft, +6 to hit, 3d8+5, used to make space rather than to harm, and she gives ground rather than press. Reads the Scroll: no attack roll and no save. Asked directly, she names who in the room is going to die and roughly when, accurately, and she will not say how or by what, because that part is not in her office.
Special Defense
Witness, Not Cause: she takes no action that affects the outcome, cannot be persuaded to intervene, and will not be drawn into anyone's fight on any side. Nothing that happens to her changes what is about to happen to anybody else. Reduced to 0 HP she sets down the torch and is gone, and the death she came for occurs on schedule, and another of her is at the graveside for it.
