A pale, long-fingered figure watches from stone walls and roadside trees. It does not speak or approach, but follows lanterns for miles and vanishes whenever two witnesses look at it together.
Special Attack
Startling Touch: psychic, melee 5 ft, +2 to hit, 1d6. The target makes a Mind save; a failed save leaves it weary until it completes a full night of rest.
Special Defense
Seen Between Glances: attacks against the Dover Demon suffer -2 when more than one creature is watching it. If two observers describe it aloud at the same time, it disappears and cannot return until the following night.
