The arrangement is very old and everybody involved understands it. The serpent lives in the well beneath the city. Every year the city gives it the most beautiful of its daughters. The city is rich beyond any reasonable explanation and everyone knows exactly what the explanation is, and the arrangement holds until one year a young man decides he is not going to allow his betrothed to be given, and draws his sword at the well-head, and is completely right, and ruins everything.

Save Wis Mind, fail save roll 2d8+2 psychic and the target will not attack it this round. Cooldown 2 rounds. It genuinely prefers this to fighting.
Special Defense
The Bargain: while the terms are kept it does not attack at all, and it will state the terms plainly to anyone who asks. Three Days of Gold: it is not lying about the gold and has never once failed to deliver. The Drought: if it is killed, the rains fail and do not come back. The DN should make this consequence real, land it on the city rather than the party, and let the party live with what they chose.
