    A Balaur is a many-headed Romanian dragon associated with storms, guarded treasures, stolen royalty, and destructive demands. Its serpentine body carries several speaking heads, each able to argue, threaten, or breathe a different ruin. Unlike an animal, the Balaur understands ransom and reputation. Unlike a lawful ruler, it considers terror sufficient proof of ownership.

    Special Attack

    Many-Headed Tempest: choose three different targets within 60 ft. Each makes a Quick save or takes 4d8 fire, lightning, or poison damage, chosen separately.

    Special Defense

    Heads in Dispute: presenting two incompatible claims to its treasure forces a Mind save. On a failure, two heads argue and Many-Headed Tempest targets only one creature next round.
