Effect

You summon a localized storm that fills the target area with crackling lightning, booming thunder, and torrential rain. The downpour creates ankle-deep water and mud, reducing visibility
and making footing treacherous. Any creature that starts its turn in the area or enters it during
their turn takes 2d6 lightning damage and must succeed on a DEX Quick save or be deafened
for 3 rounds. The area is considered difficult terrain (half movement) for the duration of the
storm.

Scaling

At 6th level, the damage increases to 3d6 lightning damage per round.
At 9th level, the damage increases to 4d6 lightning damage per round.

Special Notes

The storm can extinguish fires and provide cover from ranged attacks.
Any ranged attack originating from within or passing through the storm area is negated.
